A number of regional growth centres in Turkey are located in disaster-prone areas due to the wrong (or inevitable) industrial location decisions in the last 50 years. The earthquakes in the Eastern Marmara and Duzce in 1999 brought into relief these industrial location problems again and initiated a questioning of regional development strategies for pre-disaster planning. In Turkish case, two important deficiencies make the implementation of pre-disaster planning difficult: the complexity of spatial planning system and the increasing pressures of urban sprawl on both built and natural environment.
