Abstrakt:

The main goal of the article is to present the concept of cost-benefit analysis (CBA) of investment projects which combine logistic and touristic elements and externalities which are consquences of their realization. This idea is shown on the example of "Bystrzycka" railway - historical transport structures on Lower Silesia - which is closed, but in the future could be adapted for local transport and tourism (touristic handcar) by local government and organization. The first part of this paper contains a short description of "Bystrzycka" Railway and addresses a possible role of this technical monument in the local development. In the second part of the article the meaning of the term "logistic project" and "tourism project" are presented. Moreover this part of the paper presents a general approach to cost-benefit analysis of investment projects which combine logistic and touristic elements. Omitting calculations associated with externalities of that projects leads to an over or underestimation of social benefits and induces bad economic decisions, which are dependent on intuition, political influence, etc. On the other hand this approach shows all project benefits, not only financial, but social and cultural too, which in many cases have a huge value and should be taken into cost-benefit analysis. It is very important especialy when the local government or another investors strive to adapt transport infrastructure and cultural heritage for local or regional development.
